Will the IP phones reply to ping?
I am not sure they are suppose to (e.g., don't know whether they are
running full IP stack), but you could try it to narrow the problem.

I am not familiar with the above switch, but there could be
various reasons it won't work for the Linux box. The simplest one
that comes to mind is mis-configuration :)

On your side, can you connect another UNIX box to the Linux eth0
interface (e.g., via a hub) and run tcpdump to demonstrate that the
Linux/XORP box is indeed sending IGMP Query messages.
Then get them to run Ethereal (now known as Wireshark) on their
side. If they don't see your IGMP Query messages, then the problem
is in the middle (e.g., the switch).

You could also ask them whether they use, say, VLANs for the IP
phones.
