Even if the two instances might be configured with different set of
interfaces, things will start breaking if both instances try to
install a route for the same prefix. Indeed, someone might find a
way to avoid same prefix being handled by both instances, but such
setup then starts looking a but unusual.
In any case if someone really wants to do it, they can get around
the table ID check by explicitly setting the forwarding table ID to
the default routing table.
