XORP is router control plane software. What you are describing is 
something which requires cooperation from both the forwarding plane and 
the control plane.

As far as I am aware, there are no current plans to offer such 
functionality. If anyone is willing to contribue this work then it would 
be very welcome.

A good starting point for this work would be to work on adding proxy 
functionality to the existing xorp_mld and xorp_igmp processes.
