It would also be helpful if you could do the following:

1. Check vlan40 has a valid IPv4 address assigned with ifconfig.
2. Confirm that "normal" IGMP joins go out on vlan40 using mtest (which 
I believe is still in the OpenBSD tree) and tcpdump.
