I had the same error on Linux during startup recently. Happened when the NICs 
were UP but had no link (RUNNING flag missing). The attached patch fixed it 
for my use case. Could be that other protocols suffer from the same thing as 
well. Haven't checked as I only need PIM-SM and IGMP.

Would very much like too see this in upstream, so please feel free to commit.
