The problem was that the kernel would not open sockets claiming that
they were in-use already. I'm not sure exactly
why that was, but when I added the reuse-addr logic, it worked fine.

No problem. After my patch (the second, working one), OLSR seemed to
create routes properly. I haven't
tested mobility (adding/removing links via xorp cli), but will get to
that today or early next week.
