Unfortunately, in the community branch, XORP's FEA does not currently 
support multiple winning routes. Some degree of refactoring would be 
needed to make this possible.

Whilst there's no real reason why the RIB couldn't support it, some 
means of breaking the tie is needed when the metrics are equal. The FEA 
doesn't know about flows (yet).
