The FEA process offers API for generating/receiving raw IP frames and other such things.  If it cannot already
do raw Ethernet frames, it would not be difficult to add.

If someone wants to deal with the ISIS protocol part, I'll be happy to make sure FEA can
send/receive raw Ethernet frames.
