I run clusters of xorps with bootstrap sections on each xorp,
including cand-bsr sections, and at least in previous testing,
it seemed to be doing the right thing.

My clusters are connected by virtual ethernet links, not on a single broadcast domain
though, so maybe that makes a difference?
