I had cross-compile tool chain and cross-compiled openssl also.I can set CC,CXX,STRIP to my cross-compile toolchain binaries.But I don't know how to make cross-compiled openssl visible to scons build.In xorp-1.6 there is an option --with-openssl  while running ./configure.What about in scons.
