I just pushed new commits to XORP.CT with some detailed instructions
for building a cross-compiled xorp for the ARM processor.  (Similar
instructions should work for other compilers).

See BUILD_NOTES for the details.

I don't have a way to test the resulting binaries, but at least it
seemed to build clean.
