following inforamtion:

1) if i enable 1583 compatibility in xorp then it totally behaves as a
1583 compatible router inplace of 2328 ospf .
2) I want to test following on ospf router:

-> Senario i have to create on ospf router after enabling 1583
compatibility
1. OSPF is enabled on the routers. Wait for their databases to
synchronize.
2. TR1 transmits a router-LSA for itself with sequence number
0x70000001.
3. TR1 transmits a router-LSA for itself with sequence number
0x8FFFFFFE after more than minLSInterval.
4. Observe the packets transmitted on network 0.

then I have to check:
if the RUT supports RFC 1583, it should drop the router-LSA with
sequence number 0x8FFFFFFE.
