 Most of this ticket is done in `topic/jsiwek/reorg-followup` in the `bro`
 and `bro-aux` repos, still left:

 * I'm waiting on #543 to merge so I can enable bare-mode for `make
 restdoc` and check everything still works.
 * I think the bare-mode-coverage.test will depend on `btest` commit
 9141140, so might wait on that before requesting a merge of this
 * The init-default-coverage test could use Seth's touch to make it succeed
