 User accessible + 65535 default is okay with me for now.  I note that
 netstat -rl, at least on MacOS, displays MTU per interface.  OTOH, that
 maybe isn't useful, because one doesn't know at config time what interface
 will be used, and using the max across these will be pessimistic, since
 for example localhost on my Mac is 16384.
