 Should be fully done now.  Seth, can you look it over?  You could probably
 also easily fix a few of the "coverage" type tests so they'll succeed.  If
 I touched anything that's not directly policy script related that you're
 not comfortable merging, just change this to a merge request and leave for
 Robin.
