#295: Create prebuilt binary packages

Comment:

 We previously decided on the bro-dev list that we should initially create:

 * RPMs that work on at least !RedHat and I would think that it's
 beneficial to provide both x86 and x86-64 support.
 * Mac !PackageMaker packages. Supporting Intel x86 and x86-64 can be done
 in a single package with universal binary format (excluding PowerPC).  OS
 X 10.5 should be the minimum version.

 After those are finished, then we can work with others to tailor to
 specific distributions and maintain packages for the following formats:

 * DEB (possibly Justin Azoff)
 * RPM (no candidates yet)
 * FreeBSD ports (possibly Crag Leres of LBL)
