 This is implemented in `topic/jsiwek/irc-orig`, w/ some other fixes
 related to the DCC events.

 I just added the `is_orig` argument to all irc core-generated events for
 now instead of re-implementing the events in bro scripting.  Doing that at
 a later time should be possible in a way that won't break user's code that
 rely on the events.
