 This branch exists in `bro`, `broccoli`, and `broctl` repos and changes
 example config files to only be installed when there exists a version of
 the config file on disk already and it differs from the version about to
 installed from the distribution.

 Note that the current master version of `broctl` still attempts to install
 a "local.bro" while the `bro` repo is now managing the installation of
 that file, resulting in an example file being installed when that repo
 combination is used.  The `policy-scripts-new` branch in `broctl` won't be
 doing that.
