Comment:

 Let's try and get this fixed for the next release.  I've run into it
 several time before myself.

 I think Tyler's right that broctl should probably print some error message
 at the console and maybe Bro should send an email and then shutdown if
 this error happens?  Or at least do that if the manager gives this error.
 Workers shouldn't ever give this exact error since they don't open a port
 (they only initiate connections) and proxies are currently less critical
 to the entire cluster but it would be good to handle them having this
 error too.  My main question is how do we deal with the unmanaged process
 that is causing the error?  Maybe we just alert the admin and not try to
 fix it in any way?
