[Bro-Dev] #656: Add stats.bro back

Attached is a replacement script for stats.bro that works with Bro-beta 2.0.

It is a small rewrite of the original. 

Use if in bro if you think it's useful.   

I am still learning bro scripting so I wouldn't  mind any feed backup on the script.
