 Actually, thinking about this more, I think that anything in the export
 section should be implicitly redef-able (are we back to not needing the
 &redef attribute again?).  Globals need to remain redef-able so that
 people can redef attributes attached to them (expiration attrs, etc).

 What do you think about making everything in export sections implicitly
 redef-able?  I don't know how that will affect things like events where
 the event prototype is in an export section though.
