 If appears that if a Bro instance is sniffing traffic but not actually
 seeing packets on the interface and it's instructed to shutdown with the
 control framework (terminate_communication() BiF) it won't actually
 shutdown.  This is annoying in broctl if a node isn't seeing traffic
 because it makes the stop and restart commands take a long time since they
 wait until the timeout and have to kill the instances eventually
