 I did a cleanup pass over the code, and inserted a number of TODO-Huis.
 Please take a look. Will add more notes/tasks to the tracker ticket.

 I also merged the DNP3 traces from the ics repo into
 testing/btest/Traces/dnp3.trace, and added a test script that simply
 prints out all events raised with their arguments. The trace currently
 triggers 11 of the 51 DNP3 events.

 Addresses #861.
