 I'm not sure when this happened, but I thought that the files that broctl
 copies were put into a hidden dot directory.  That doesn't seem to be the
 case anymore since the scripts are copied to spool/policy which is plainly
 visible.  We've already had one case where someone was editing their
 local.bro script in there and lost the changes when they did "install".

 My suggestion for remediation of this ticket is:

 - Move the spool/policy directory to a name like
 spool/.active_scripts_dont_touch
