[Bro-Dev] Feature freeze for 2.1 Beta

I've merged in the remaining items and think we're pretty much ready
for a public beta of Bro 2.1. I'm planing to push that out later this
week, probably on Thursday if no showstoppers come up.

Until then, let's please all do more testing on different platforms,
both with the test suite and live. Right now, all tests pass for me on
my development machine.
