 This branch adds handling of IPv6 extension header chains (for header
 types defined by RFC 2460) and IPv6 fragment reassembly.

 Some more details on significant changes are in the commit messages of:

 Tickets #531, #522, and #523 are addressed by this branch.

 The only (correct) difference in baselines for external tests I saw was
 the long test in `bro-testing` has a weird.log now reporting some
 unknown_protocol 2 and 58's.
