Comment:

 In branch topic/dnthayer/alarms-mail (in both "bro" and "broctl" repos),
 added a separate option to specify the alarm summary mail interval,
 and set it to 24hrs by default.  Added a corresponding option
 in broctl (also with default value of 24hrs).
