 Add support for the "--scriptdir" configure option

 Added support for the "--scriptdir" configure option so that the
 broctl configuration can match the Bro configuration.
 This option specifies where the "scripts/broctl" directory will be
 installed and the value of the broctl "policydir" option.

 Addresses #993.
