Do we know what the issues are? I was able to use the debugger seemingly just fine recently.

> Vern commented a while back that the debugger is currently broken in Bro.  Let's get it working again and tested.  If someone feels like fixing this up for the 2.1 release we can certainly bump it forward but I'm going to target it at 2.2 for now.
