The intel framework treats user agent strings as software. Thus the type to use should be Intel::SOFTWARE (see [http-headers.bro|https://github.com/bro/bro/blob/master/scripts/policy/frameworks/intel/seen/http-headers.bro#L45]). HTTP::IN_USER_AGENT_HEADER can be used as where-location.
