flush_all() was added with Bro 0.7, available as a prerelease from

        ftp://ftp.ee.lbl.gov/.vp-bro-pub-0.7a48.tar.gz

Note that HUP'ing Bro 0.7 will by default cause flush_all() to be invoked.
