Try changing this line in Makefile.in 

    INSTALL = @INSTALL_PROGRAM@

to

    INSTALL = @INSTALL@

(and rerun configure).
    
There's an incompatiblity somewhere which causes this to fail on
some platforms, although I'm not sure where exactly it is.
