same issue here: Ubuntu VM installed from the SO iso
(securityonion-12.04.4-20140222)

soup reports everything up-to-date. ran the required updates:

sudo apt-get install cmake make gcc g++ flex bison libpcap-dev libssl-dev
python-dev swig zlib1g-dev

x86_64 x86_64 x86_64 GNU/Linux
