[Bro] Announcing the bro-announce email list

We just launched a new mailing list called bro-announce. This mailing list
will be used to distribute information about new Bro versions, as well as
information about security issues that affect Bro (like the recent OpenSSL
Bug). As such, this is a very low volume list and we expect it to have
less than one posting/month on average.

All posts on bro-announce will be cross-posted to this mailing list
(bro at bro.org); as long as you are subscribed to this mailing list, you
will still get all new version information.
