I don't think dedicated capture cards have this problem.  What
card/driver/sfp is it ?  There might be a setting with ethtool you can
toggle, try disabling auto-negotiation and changing the duplex settings.
Then again, I think the specs for 10G claim autoneg is required so stock
Linux drivers might not allow this.

Seems your options are buy a dedicated capture card like Myricom or hack
the driver.
