Could you provide some context. E.g., is it about multicast, unicast
or something else.

If I have to take a guess, it is probably in the context of static
join multicast messages. E.g., multicast group membership is dynamic
in nature and the corresponding IGMP/MLD or, say, PIM-SM join
messages are sent periodically.
There are good reasons for this dynamic behavior and the existing
multicast membership and routing protocols don't support "static
join messages".
