 Ok.  I could also work on the other issues mentioned in this ticket,
 except I don't know what to do about organizing the broctl scripts that
 get installed at the top-level `share/bro`.  I'm not up-to-speed with the
 current status of broctl; Seth do you want to take that task and I'll do
 the rest?

 Ah, forgot that was one purpose of that script.
