 This branch is in `bro` and `bro-testing` repos and updates the
 presentation format of IPv6 addresses/prefixes in output/logs to always be
 bracketed.  This avoids the need to remember to add them when writing
 address:port combinations and also makes the format consistent with what
 is required for IPv6 user input in scripts.
